So had a question regarding the fordeck on the regals. Out of the water does the fordeck have kinda a bouncing feeling to it cause lack of cabin bracing or bulkhead?

Generally what you are describing isn’t good - often signs of deck rot or similar. Was this boat surveyed before its purchase?
Regals had a decent, middle of the road build reputation in the early 2000s. If the boat is at a fairly busy marina - might try finding a surveyor going there for another job and ask them to take a look? Busier marinas have repeat surveyors on site often ….
