I'm pretty new to the whole cruiser scene with my 1991 Commodore 360 being the first vessel over 20 ft with an onboard head. That said, I have a question for some of the more seasoned owners regarding how the head is supposed to function. Mine is electric with a button on the wall. As long as the sea cock is open (beneath the cabin entry stairs) should pushing the button introduce water in the bowl? When I push the button on mine, the electric motor runs but I get no water flow. If I run water in the bowl with the shower head, the bowl fills. With water in the bowl, pushing the button results in evacuating what is in the bowl.
That said, should I assume the impeller needs replacement? And If I replace the impeller, is there typically an "overhaul kit" per se that includes both impellers for the incoming AND outgoing water as well as seals et al?

You might be getting in too deep with a electric head. I have Vacu Flush system nd they work very differently from yours.I do think that there should be some fresh water introduced into bowl after flushing but dont know anything more about yours. Find a good marine mechanic that knows about these older style systems. PS: A 30 year old Regal is great! Can you advise the engine model/gasoline or diesel,Inboard/stern drive etc.? If so, put data into you salutation. Let us know the final results!
