That drain plug separates the bilge compartment under the engine to the compartment that is immediately forward. You should leave the plug installed unless there is a reason to remove it. There is a thread here on the forum by a guy with a Regal 28 Express (same model that I have) that had some persistent water in the forward compartment, who removed this plug to drain it. If you search in the 25' and over forum, you should be able to find it. I think the thread is a couple of years old.
But really you shouldn't have to remove that plug unless there is a reason to.

Were the LEDs installed by REGAL, or as an option by the Boat Dealer? If by the boat dealer, they may have just drilled holes ,applied sealant around the wires. If your transom has a wood core. water may be in it. I believe it can be checked. Just something to be aware of. All the transom holes (except the drain plug hole) in my 2400 are above the water line and the wires run down on the outside of the transom.
