Then it is the shaft seal, flush ball gasket, or bowl to floor gasket. That was our problem after new duck bills and bellows replaced.

Where is the shaft seal. The bowl is holding water. Bought a mechanics stethoscope to hunt down leaks. Haven’t tried it yet hope the leak is not in the hoses. I did a full replacement in a previous boat. Not a pretty job to say the least.

Had middle son do it once, then a 25 year experienced guy do ours twice, no problem on our 4160! Are you sure it is the duck bills? One of ours was a bad vacuum switch and the other a leaking vacuum bellow! Two years ago repair by great mechanic= also the bowl gasket, then found out the o ring on flush petal shaft was bad and causing vacuum leak. Do both ? Removing the whole vacuum tank a nasty job
