I have the same engines on my 3860 and it was the injectors. The shop tried to clean them, but 3 were so plugged up they could not be cleaned.
He showed me what came out of the injectors..... little balls of "snot", which he claimed was the result of ethanol.
He said he sees it frequently.
The mechanic replaced 3 injectors on one engine and the next season I had someone replace ALL the injectors on the other engine.
The engines have been running great since that.
I'd recommend anyone with RPM and bogging down problems, to look at the injectors.

Next project after boat gets back in the water Monday (having props removed, fix, balanced, and replaced and new Bennett HPU that failed replaced). Checked the VP OEM parts website for injector p/n's, then did a search for prices on this Delphi injector. Prices ranged from about $500 each to a Delphi dealer at $69 each, both GM OEM injectors! Gosh, you have to be smart buying anything that has a "Marine" label on it even though it is most likely a standard automotive injector installed by GM when they built the long block engine for either Merc or VP! Will do some more searching to find the equivalent injector as a "automotive" unit and probably price will be less in that case? Thanks, good info. Interesting that on Amazon they are advertised as "OEM" injectors ($329 for 8X) but in "Brand" section they are indicated as " Cloud Program" ? The Delphi real OEM injectors are advertised at $54.73 each so for 8X = $437.84 . Wonder if the savings are worth buying "Cloud Program" injectors and the cost of labor (if you are having the work done) to do the exchange are worth the $118 savings (doesn't look like you could change them out 8 times for the price difference?

Did some more research on injectors you listed, they are from China? Well, for the price difference hope they work out for you for more than two years. the labor costs are about as much or more as the injectors cost. Also, your indicated a loss or power and low RPM's at WOt, di the new injectors solve this problem? What was WOT RPM's na MPH with the old injectors and what is the same with the new injectors being replaced? What was the cost of having "someone" replace all 8 injectors on the other engine?
