I recently noticed zero water coming from faucets and toilet. The Freshwater gauge shows .75 full and it appears to be working. I also filled the Water tank. The pump does not seem to be turning on. I checked all breakers and switches, they are ok. Either pump is bad or the pressure switch that turns the pump on/off is bad. Does anyone know where the pump is located Thanks. Ron

You can't hear the pump audibly cycle when you hit the "water pressure" switch in the breaker panel belowdecks? On a 28 Express, the water pump is located in the bilge, to the left (port side) of the engine, just forward of the batteries.
The first thing you should do is to unscrew and clean/clear (with a hose or your finger) the small strainer basket at the pump. You can do this easily by hand. It might be clogged and blocking the flow of water into the pump. I would then test the power leads at the pump, with a multimeter, to ensure that the pump is getting power. If it is not getting power, then you can trace back to the pressure switch. Attachments:

Please let us know your diagnosis goes.
Last season I had put about a half-cup of bleach in my water tank, to kill the bacteria and other crud that had accumulated due to the previous owner not taking care of it before I purchased the boat. The bleach killed everything it should have, but the dead matter did create some sludge at the bottom of the tank. This season, when I commissioned the boat and filled up the water tank, it loosened the crap in the tank and stirred it all up, and this clogged up the in-line filter at the inlet to the water pump.
This then caused the pump not to cycle, and water not to flow through to the pump. Unscrewing the in-line filter basket and cleaning it solved the issue, and I've since done this a couple of times this season (no further blockage).
Also, if you haven't done it, I would also clean the filter basket at the through-hull for your A/C cooling water inlet. On the 28 Express, this is located to the aft starboard of the engine, right at the bottom of the transom in the bilge. You will see the clear plastic cap that you need to unscrew. Before you do this, though, MAKE SURE you move the through-hull valve lever to the CLOSED position so that water does not enter the bilge up through the A/C water inlet when you unscrew the cap. It is good to exercise this valve lever at least once a month, anyway, to keep it lubricated and operating well.

I'm having the same issue but on a 2018 2800 bow rider. Does anyone know where the pump is on it?

It's going to be highly likely that the water pump will be in the engine compartment. As with other/similar Regal models, please look to the port side (left of the engine) to see if you can find the pump. Otherwise it would be on the right (starboard) side of the engine.
The water pump is going to look exactly like the photo above.

It's not in the engine compartment. The hose for the wash down goes toward the front. I also fill it from the front port side.

My fresh water fillup is also located on the port bow, next to the windlass pedal controls.
The fresh water tank is under the midships cabin floor, below the stairs. I had to access it yesterday due to a failed fresh water level sensor.
The pump is in the bilge/engine compartment.
This is for a 28 Express, though.

Ran across the "no water pressure" issue today in my 2023 28 Express. I assume it is the issue Gerry described - clogged strainer/filter. Going to check that out in the next few days. Does it really just unscrew by hand? Thanks!

Does it really just unscrew by hand? Thanks! Yes, the strainer can be removed by hand, just like the strainer for the A/C system just forward of the transom. It's important to clear these regularly -- I'd say several times per season depending on how much you use the boat.
Also -- make sure you periodically put some bleach in your fresh water tank fillup to prevent growth in the tank. Don't make the mistake I made and use too much bleach, as it will attack the plastic float on the fresh water level sensor (which I just had to replace recently). Literally a tablespoon of bleach should be sufficient to protect the water tank. I used say a half cup or more a few times, and this was too much and attacked the float of the level sensor.

Thank you Gerry! Had a look at this earlier today. The filter was clogged with some debris for sure. But when I tried the water after cleaning it, there was still very, very, low pressure. I thought maybe there was air trapped in a line somewhere so I connected a hose to the city water port at the back of the boat and ran water from all the faucets, head, etc. After disconnecting the city water connection, all seemed to be working fine.
